Jeff Cares is president and founder of a new breed of defense consultancy, that provides
consulting services to over twenty companies, government agencies
and academic institutions.
Cares has unique expertise in application
of the New Sciences to Information Age Warfare concepts such
as Network Centric Warfare, Effects Based Operations and the Capabilities
of the Navy After Next. Clients include traditional defense
industry analysis firms, new science start-ups and prestigious
academic research institutions. He lectures internationally
on the future of naval forces while continuing to research, publish
and consult.
Jeff's career with the US Navy involved a wide variety of activities poised on the forefront of modern warfare and strategy, most recently with the Chief of Naval Operations Strategic Studies Group (1997-2000) and the Office of the Secretary of Defense Program Analysis & Evaluation (1996-1997) in the JWARS Office.
Jeff Cares also served in the Combined Forces Command/United States Forces in Korea (1994-1996) and in three surface combatants during over seven years of
sea duty. He saw forty-five days of combat during OPERATION Desert
Shield and Desert Storm. In addition, he acted as Operations Officer on an Antiair Warfare
destroyer and an Aegis cruiser, as well as serving as an officer on the USS
Normandy, the USS MacDonough, and the USS
Joseph Hewes.
Cares received Bachelor
of Arts (1984) in Political Science from Vanderbilt University; a Master of Science (1990) in Operations Research , Naval Postgraduate School; a Master of Arts (2000) in Military Science and Diplomacy from Norwich University; and attended the College of Command and Staff (1996) at the Naval War College.
