Professional Experience
Alidade Incorporated 2000-Present
President and founder of a new breed of defense consultancy. Provides
consulting services to over twenty companies, government agencies
and academic institutions. Unique expertise in application
of the New Sciences to Information Age Warfare concepts such
as Network Centric Warfare, Effects Based Operations and the Capabilities
of the Navy After Next. Clients include traditional defense
industry analysis firms, new science start-ups and prestigious
academic research institutions. Lectures internationally
on the future of naval forces while continuing to research, publish
and consult.
Chief of Naval Operations Strategic Studies Group 1997-2000
Operations Research Analyst. Naval
futurist and military innovator. Researched and reported on the
technical and operational merits of technologies that are expected
to mature in 2030-2050. Conducted independent research on the
military application of the "New Sciences" (e.g., Complexity
Theory, Evolutionary Computation, etc.). Lectured on Operational
Art, Information Theory, New Sciences and Operations Research.
Conducted war games to explore and test future concepts. Occasional
consultant to President, Naval War College, Naval War College
faculty, and Navy Warfare Development Command staff. Co-founder
of the Newport Institute for Information Age Warfare Studies.
Key
member of this think tank that takes tasking from and reports
directly to the CNO. The primary mission of the SSG is to
develop the Navys corporate strategic investment plan by generating
revolutionary naval warfare innovations. Historically, over
half the members of this prestigious group have been selected
for flag officer. Year-long curriculum includes personal
interviews with the Naval Services most senior flag officers,
on-site inspections of leading industrial and DoD innovation centers,
and advanced colloquia with noted academics, industry leaders,
and distinguished scientists. Primary contributor to most
of the concepts presented to the CNO. Briefed concepts to
Commandant of the Marine Corps, VCNO, and OPNAV principals.
Author the definitive cumulative perspective of over five years
of future concept generation. Conducted first order feasibility
analysis, developed investment plans to reconcile revolutionary
warfare innovations with evolutionary procurement programs, designed
war games to validate concepts in realistic operational context,
and authored and presented fellowship curricula.
Office of the Secretary of Defense Program Analysis & Evaluation 1996-1997
Joint Operations Research Analyst, JWARS Office
Represented
the Office of the Chief of Naval Operations (Assessments Division)
on a joint service project to revolutionize combat models that
support national level decision making (service procurement, force
structure, strategic mobility, etc.). This project, the
Joint Warfare System (JWARS) model, succeeded in portraying the
impact of Command, Control, Communications, Computers, Intelligence,
Surveillance and Reconnaissance (C4ISR) on battle outcomes.
Managed development of mathematical representations, software
production and system employment policy.
Primary
technical agent for Office of the Chief of Naval Operations, Assessment
Division (N81), on a hand-picked team designing and developing
the Joint Warfare System. The mission of this five-year, $100
million project was to invent DoDs primary analytic tool for
supporting future billion-dollar investment decisions and theater
command decision making. Prescribed and adapted mathematical
representations of naval warfare for a joint campaign model.
Developed consensus for detailed technical requirements proposed
by competing constituents. Authored and delivered program
status briefings to senior decision-makers and influential operations
research professionals (e.g., Assistant SECDEF, Defense Science
Board, National Academy of Sciences, Joint Requirements Oversight
Council). Managed Users Group participation. Monitored
Independent Verification, Validation, and Accreditation (IVV&A).
Responsible for project scheduling and milestones.
Combined Forces Command/United StatesForces Korea 1994-1996
Joint Campaign Analyst
Conducted
Operations Plan (OPLAN) analysis in direct support of the theater
commander. Performed operational level of war course of
action analyses, force employment option assessments and force
structure studies. Authored a comprehensive counter-special
operations force study that significantly improved theater-wide
operations. Spearheaded a multi-national academic project
that resulted in significant changes to U.S. DoD joint campaign
analysis methods.
Conducted joint, theater-level campaign analysis for force sufficiency assessments
and OPLAN Course of Action comparisons. Extensive use of
Integrated Theater Engagement Model (ITEM), TACWAR, and Extended
Air Defense Simulation (EADSIM) to support real-world operational
decisions. Designed TACWAR naval module. Member of
CINCs Crisis Action Team. Sun Systems Administrator; managed $500,000 annual computer hardware
procurement.
United States Navy 1984-2000
Fleet Operations 1984-1987
Surface Warfare Officer. Served in three surface combatants during over seven years of
sea duty. Forty-five days of combat during OPERATION Desert
Shield and Desert Storm. Operations Officer on an Antiair Warfare
destroyer and an Aegis cruiser. Designed the USS AMERICA
Carrier Battle Group antiair warfare defense and authored a
SECONDFLEET Tactical Memorandum (TACMEMO) and two NATO Experimental
Tactics (EXTACs) on antiair warfare in the littorals.
USS
NORMANDY (CG 60) 1992-1994
Operations
Officer. Solved the near-land airspace deconfliction challenge,
one of the most troublesome Anti-air Warfare problems of the
1990s. Authored the Navy and NATO procedures for maritime
airspace deconfliction. Planned and executed antiair operations
for the battlegroup commander. Led 100 officers and sailors.
USS MACDONOUGH
(DDG 39) 1990-1992
Operations
Officer. Awarded Combat Action Ribbon for numerous patrols in
mine-infested waters during Operations DESERT SHIELD and DESERT
STORM. Coordinated a $10 million ship overhaul upon return to
homeport. Led 100 officers and sailors.

JOSEPH HEWES (FF 1078) 1984-1987
Division
Officer. Qualified Surface Warfare Officer and Command
Duty Office while still and ensign and Tactical Action Officer
while a lieutenant, junior grade. Organizational entrepreneur
-- led seven divisions in the course of three years, often thrust
into flagging organizations and divisions to quickly form positive,
winning teams

Student. Operations Research Curriculum
Thesis advisor, CAPT Wayne P. Hughes, Jr., USN (Ret.), author of Fleet
Tactics and Coastal Combat. Developed many topics in the field
of naval combat theory. Thesis research included conducting
simulations to validate theoretical work. Academic correspondence
with Professor Hughes and resulting progress toward a coherent
